Stormwater Management

Schafer provides ongoing environmental management support services to the Stadium Management Company which operates Mile High Stadium and the Colorado Rockies, operating Coors Field. Service focus on stormwater management and include; annual reports and state submittals, inspections, and the oversight of renovations and repairs. Schafer’s quality Computer Aided Drafting (CAD) department provides accurate design, plans and facility updates.

Both venues are operated under municipal storm sewer system (MS4) permits. Proper documentation and facility operations review are performed to ensure proper regulatory, recordkeeping and facility management during operations. Changes to the parking area or property ownership/management are required to be reported to CDPHE, along with updating plans and CAD diagrams.
During the light rail expansion that ran through Coors Field parking lot, Schafer performed site inspection during soil impacting activities to ensure compliance with applicable regulations, Materials Management Plans, asbestos in soil and stormwater management.

Stormwater Management Plans

Schafer develops and updates Stormwater Management Plans (SWMPs) by reviewing existing documents, inspecting site infrastructure, evaluating best management practices (BMPs), and mapping stormwater flow, outfalls, and controls. Each SWMP includes pollutant risks, monitoring requirements, BMPs, training needs, and permit-driven inspection and reporting obligations, with plans delivered within 20 business days of receiving site information and inspection reports delivered within five days. Schafer also provides stormwater and erosion control inspections, recommending and overseeing maintenance or new erosion control installations, and supplying detailed reports within five business days. In addition, Schafer conducts groundwater sampling, advises on appropriate collection and analysis methods, compares results to EPA standards, and provides remediation guidance to our clients.

Schafer will request current and previous documents the client may have, including Stormwater Management Plans (SWMPs), site diagrams with stormwater infrastructure, sampling reports, and permits. Schafer will note any potential issues and questions about the current stormwater plans. Once Schafer understands the current state of the client’s stormwater program and permit requirements, Schafer will perform site visits where we will inspect the current infrastructure and outfalls, assess the effectiveness of best management practices (BMPs), and document areas of concern. With the information and documentation provided and modifications to the site, Schafer will prepare and/or update the SWMP and stormwater drainage maps for the site, including outfalls, flow paths, and control structures. The SWMP will include, but is not limited to: description of facility activities with potential to contribute pollutants to stormwater runoff, identification of potential pollutants, pollutant risk assessment, stormwater discharge monitoring requirements, facility- and operation-specific BMPs implemented throughout the project site, general BMPs implemented throughout the project site, employee and contractor training requirements, inspection, reporting and recordkeeping requirements in accordance with proper permits. Permit deadlines and benchmarks will also be included in the SWMP. Schafer will include general guidelines for construction sites in accordance with all regulations and permits necessary. Once there is a SWMP in place, Schafer will follow SWMP guidelines for all applicable construction sites and phases. Schafer will review construction plans and perform site visits to construction sites to create a site specific SWMP. Schafer will be available to discuss needs of the site with the project engineer to ensure the plan works for the project. Schafer will oversee the implementation of BMP installation at project sites. The SWMP will also address permanent needs for the project site and address potential shortcomings of the SWMP as they appear. We will provide a stormwater management plan up to 20 business days following receipt of site-specific stormwater information. Following our inspections, we will provide a report in five business days.

Stormwater and Erosion Control

Schafer has many years of experience inspecting stormwater sites for control measure effectiveness and sources of potential pollutants. After these inspections, Schafer will make recommendations for cleaning, maintenance, and installation of new erosion and sediment controls. Schafer will oversee this installation and maintenance and perform re-inspections to ensure the implementation is effective. Certified inspectors with Schafer have a strong understanding of sources of pollutants and how they impact the environment, public health, and water quality or wildlife. Schafer has extensive experience and knowledge of pollutants that are prevalent in the Denver Metro Area. We will provide inspection reports detailing recommendations five business days after the inspection is completed.

Groundwater Sampling

Schafer has experience collecting groundwater samples for various analytes for each project. Schafer’s staff has the knowledge and skillset to recommend the manner in which samples should be collected and what analysis method should be performed. Once analysis is complete, Schafer will compare the analyte values to the EPA Maximum Contaminant Level. The results and comparisons are included in the report that can be available within five business days following the receipt of laboratory data. Schafer will also include remediation recommendations and can guide our clients through the needed actions.
